We need to have this ruled one way or the other in the new edition. I'd be happy with either way, as long as we're all playing with the same set of rules.

I REALLY like the simplicity of the "only during action phases" approach, but Static is right in that there are times in between one discard step and the next draw step when PAAT cards should be able to be played and PDTY cards should not. Whooo - this is a snake pit.
How about this. Let's add a new "Establish your Permitter" phase that happens before the first Draw phase! What we are doing is replicating that "time between turns at teh start of the game. Player B gets to do things first (!!!) because "he jsut had his turn" and it also gives him a slight balance becasue Player A get's to draw first. During this time, it is NEITHER player's turn, but Player B get's to "do things first."
Game Starts
Player B may play PAAT cards but not PDTY cards
Player A may respond and play his own PAAT cards,etc.
Repeat until both players Pass.
Player A's turn starts with a Draw step.
Play continues normally.
OK - call me crazy, but that may really solve the whole start of the game cunundrum.
Now, on to the problem at hand. I propose this brutal detail:
1) Turn begins with Player A Draw step
2) Pre-drawing - PDYT cards may be played by Player A and PAAT cards may be played by all.
3) Drawing - instantaneous. No card are played
4) AS SOON AS THE LAST CARD IS DRAWN THE ACTION PHASE BEGINS
5) Action Phases occur
6) Player A announces that the Discard phase is beginning
7) Pre-discarding - PDYT cards may be played by Player A and PAAT cards may be played by all.
8) Discard - instantaneous. No card are played.
9) AS SOON AS A CARD IS DISCARDED OR PLAYER A SAYS HE WILL NOT DISCARD, HIS TURN ENDS.
Does that clear it up? Or am I still missing something.

If I was player B I'd NEVER play cards during this new phase. If I play some PAAts then my opponent might be able use a Miscom / Stolen on them and draw some cards in his draw step. I might as well play my PAATs at the end of his action phase and not give him that extra advantage, the effect for me is the same, I was able to play some cards before my first draw.

I'd suggest starting the game from step 3. That'd balance things a little. Player A gets to attack first, player B gets to draw some extras if he was able to play some of his cards on A's turn. Other than that this seems good.

So in other words, the game starts with Player A's acton phase - and the Draw phase is skipped entirely!
