It'd probably be clearest to make the card say you can't play
ANY cards that target that opponent. Or maybe only if the
opponent says you can play a card...
Targeting Installation is the only one of the effects I'd even
consider legal, all of the other clearly harm your opponent.
Carnage could be played in a situation where your opponent
has the lowest # of Warriors in play and wouldn't lose any.

Correct, he can't miscommunicate or stolen paperwork your cards.
It's not _that_ good, you're not limited to one attack per turn,
you can easily remove it in one turn by playing Initiative +
Blood Lust for example. A Corporate Leader will remove it with
one Inspiration etc.
